How TIF Funds are Spent in Chicago

Chicago’s Tax Increment Financing Program is the dominant economic development initiative of Mayor Richard M. Daley’s administration.  With 129 TIF districts in the City, covering nearly 30% of the land area, and nearly $400 million in TIF funds, the program touches all parts of the City. 

The chart below shows the various categories of spending allowed in TIF districts and how Chicago allocated its TIF dollars amongst these categories in 2002.   Around the City, community members are organizing to ensure that TIF dollars are spent to directly benefit the residents in their communities.
